# sk120990 - In offline environment, newly imported IPS contracts are not populated to Security Gateway

## Symptoms

- * Newly imported IPS contracts are not populated to Security Gateway when new IPS contract is imported from file via SmartUpdate while Security Management and all Gateways are not connected to Internet
* The output of '`cplic print`' on Security Management shows the IPS contract, but the output on the Gateway does not.
* Running '`contract_util mgmt`' on the Gateway fetches the IPS contract and it can be seen in 'cplic print'
