# sk120842 - Traffic outage when rebooting a VSX cluster member in case there is no connectivity to the Management Server

## Symptoms

- Following a reboot of either VSX cluster member, after the rebooted cluster member rejoins the VSX cluster, and all the Virtual Systems go back to normal Active-Standby state, there is a traffic outage (for 4-5 seconds) in traffic running through the Virtual Systems.

## Cause

When starting a VSX cluster, if it fails to load from the Management Server specified in the *$FWDIR/conf/masters* file, VSX cluster will perform a duplicate second load of the VSX configuration. This second configuration load after it has already loaded causes a small traffic outage when the Virtual Systems install the policy for a second time.
