# sk114620 - Route Based VPN does not work when a Traditional Mode policy is installed on the Security Gateway

## Symptoms

- * Route Based VPN does not work when a Traditional Mode policy is installed on the Security Gateway.
* Traffic is dropped with the log "encryption fail reason: Cannot identify peer for encrypted connection (VPN Error code 01)".

## Cause

Route Based VPN will only work when two gateways are in the same community.

Traditional Mode VPN does not use VPN communities.
