## Symptoms

- * "Virtual System cannot be created: Failed to create Virtual System directories" error when creating a new Virtual System.

* Debug of CPD daemon the VSX Gateway / VSX Cluster member (per [sk86320](https://supportcenter.checkpoint.com/supportcenter/portal?eventSubmit_doGoviewsolutiondetails=&solutionid=sk86320)) shows:

  ```
  
  cannot stat `/opt/CPsuite-R<XX>/fw1/appi/update/appi_db.C': No such file or directory 
  vsx_create_all_vs_dirs_script: couldn't create_all_vs_dirs for vs 1 (exit code 1) (status 0)
  vsx_create_vs:[ERROR]vsx_create_all_vs_dirs failed for vs 1
  ```

## Cause

*$FWDIR/appi/update/appi_db.C* file (Application Control database) is missing from VS0 context on the VSX Gateway / VSX Cluster member.
