## Symptoms

- * When browsing to the 'Where Used' window, there are rules with no reference to a policy.
* When trying to navigate to those rules , the following errors appear:
  * "Cannot navigate to the rule.  
    This rule is not used by any policy package.  
    See sk107974 for more information."
  * "Failed to navigate to the using object"
* Cannot remove an object which is referenced in those policies.

## Cause

The rule does not exist in any policy package. However, it is used in one of the policy layers or in a shared layer.

## Solution

1. Connect to SmartConsole.  

2. Open 'Manage Layers' (***Menu \> Manage Layers*** ).  

3. Uncheck ***'Show only shared layers'*** .
4. Search for the relevant layer and fix the problematic rule.   
   **Note:** If the policy package was deleted and the layer is not in use, you can remove it.
