# sk106627 - "According to the policy the packet should not have been decrypted" drop while using Route Based VPN

## Symptoms

- * Packet drops with Source IP of the VTI Interface with the following reason: "According to the policy the packet should not have been decrypted"
* Kernel Debugs shows the following lines:  
  vpn_inbound_tagging_ex: BEFORE considering comm-based domains, client location: 'My encdom', server location: 'Internet';  
  vpn_inbound_tagging_ex: AFTER considering comm-based domains, client location: 'My encdom', server location: 'Internet'  
  both c and s locations are in MY_ENCDOM\|INTERNET =\> returning TAGGING_DONT_ENCRYPT;

## Cause

VPNT (VTI) interface was configured with IP address of the peer, rather than the VPN peer object name.
