## Symptoms

- * Output of `cphaprob stat` on cluster members in a new deployment shows only current member in 'Active' state.

* CCP packets are dropped on no rule found:

  `dropped by fw_handle_first_packet Reason: Rulebase drop - NO match;`

* Traffic between cluster members, and to the Security Management server works.

## Cause

In R77.30, clustering includes the *cluster_id* parameter that identifies a cluster uniquely from others in a multi-cluster environment. This parameter is configurable via the First Time Wizard, as well as through the 'c*phaconf cluster_id set*' command.

If the parameter is configured differently on cluster members of the same cluster - the traffic from other members will not be handled by the clustering module since it will not contain the local *cluster_id*.
