# sk104027 - Policy installation fails due to Cluster License

## Symptoms

- * Security Policy installation fails with the "Failed to load security policy" error message.  

* FWM debugs shows "Cluster license installed, but gateway is not part of a cluster" error.  

* The Security Gateway will not be added to a cluster

## Cause

The license installed on the Security Gateway contains one or more feature that includes "-HA". The "-HA" designation requires the Security Gateway to be configured as a secondary member of a cluster.

## Solution

To resolve this issue, contact Account Services to confirm if the license contains "-HA" features that it should not include:

* If the features of the license are *incorrect* , Account Services will update the product. A new license will need to then be generated and applied to the gateway, and the old license removed;   

  OR  

* If the features of the license are *correct*, Account Services will confirm and the license would to be upgraded via the sales channel so that it does not include the "-HA" features.
